Intro

Procurement Unit

The Procurement unit is a unit under the Directorate of Administration in the Organogram of the Board of Internal Revenue Service. The unit is headed by Mr.Gabriel Ogbaji Ukwada an Assistant Director.
In line with Administration’s quest for a Due Process and Price Intelligence Procurement regime as enshrined in Cross River State Procurement Law No.1 of 2012. A Procurement officer cadre was established in the state in 2015 saddled with the responsibilities of handling all procurement related issues at Ministries, Departments and Agencies (MDAs) level.
The mandate of this unit is to ensure that:
A. Due Process is followed at all times while carrying out the business of the service
B. Ensure that the Service gets value for money in any activity she may wish to embark upon
C. Advice Management to adopt best practices while handling procurement issues
D. Act as a liaison or intermediary between the Service, Due Process and Price Intelligence Bureau in areas of expenditures and policy decisions
E. Participate in the MDAs budget Preparation, Implementation, Monitoring and Evaluation

Human Resource Unit

The HR functions of any organization focus on recruitment, people management, and providing direction for people who work in the organization.  HR deals with issues related to people management such as compensation, performance appraisal, hiring, compliance to policies, human development and identifying and monitoring current skills/abilities of staff and implementing plans to meet staff needs.

 

BRIEF OF THE UNIT

  • Employee resourcing.

Process that makes sure that the organization has the right number of employees with appropriate skills and qualification.

  • Employee management.

Human development, performance appraisal, motivating employees and reward.

  • Record keeping

Annual leave, payment of wages, grievance, trainings, disciplinary issues and performance records.

Transport Unit

• The Transport sector is saddled with the responsibility of conveying Government’s Goods and Services from one place to another for the benefit of Cross River State Service and Nigeria at large.

Registry Unit

• The Cross River State Internal Revenue Registry is where Government classified Documents (Top secrete and others) are kept, these are kept for future references.
• Government Stamps, organizational stamps are kept in the registry.
• We receive incoming and outgoing correspondence from other Ministries Departments and Agencies
• Staff annual and casual leave are processed in the registry.
• We store internal and external correspondence for future references.
• The CRS IRS Registry Liaise with the post office for letters within and outside the county.
• The files for retired Cross River State Internal Revenue Service Staff are kept with the registry for future reference.

The Administration Department

This Department is the Hub of all CRIRS operations, it is headed by Director of Administration Mrs. Omini Isu.  The Department has 4 main units which includes:

  1. Procurement
  2. Human Resource
  3. Transportation
  4. Registry

Planning and Bugdet

This unit is managed by the Head of Department Mr. Anyandi, Patrick Omagu(NSA).

The functions of the unit include:

  • Preparation of the Service Annual and Revise Budgets.
  • Development of both Annual Work Plan and Action Plan for the Service.
  • Planning the programmes and projects of the Service.
  • Monitoring and Evaluation of planned programmes and Projects.

Research and Statistics

The unit is headed by Mr.Oyo Ita Ekpo (NSA)

The functions of this unit include:

  • Carry out research into modern trend in the field of taxation
  • Collect, collate and analyze data from all departments and units of the service
  • Liaise with the State Bureau of Statistics in areas of data collection and processing.

Monitoring and Evaluation

This Unit is headed by Mrs. Patricia Eyo Asuquo (Assist. Director).

This unit is responsible for:

–  Monitoring and evaluation of service programs and projects

– Review of organogram to reflect practical state of the service

– To document good practices from planning, implementation, monitoring & evaluation of service projects and activities

–  Development of departmental monitoring framework

–  Review and revise system to conform to changing operating environment

–  Design and distribute appropriate template for data collection

PRS Department

The Planning, Research and Statistics (PRS) department is headed by Mr. Anyandi, Patrick Omagu(NSA).

The department is the hop of the service from where policies and plans radiate. The department has 4 main units which includes:

  1. Planning and Bugdet
  2. Research and Statistics
  3. Monitoring and Evaluation

Treasury and Funds Management

The Treasury and Funds Management is indeed a very important unit. This unit is headed by Mrs. Ubong Eyo Bassey (ACEO Acct. MDI). The functions of the Treasury and Funds Management  unit include the following:

– Receipts and Disbursement of Fund for Service Activities

– Maintaining of Books of Accounts

– Investment of idle funds in Risk free Securities as may be approved by the Board.

– Ensures that the Board complies with Budgetary Controls.

Revenue Reconciliation Unit

This unit works with the Office of the State Accountant-General. The unit is presently headed by Mr. Ebri Ikpi Ebri (HND, ACEO Acct.)  This unit ensures the following:

– Reconcile All Revenue Collection Accounts in various Banks with the Paydirect Platform, Monthly, Quarterly and Annually.

Final Account Unit

This unit is ably headed by Mrs. Helen S. Nkebem (Assist. Director, HND, MBA) Its functions include the following:

– Drawing up Financial Statements and reports on Revenue and Expenditure on Monthly, Quarterly and Annually basis.

– Inventory of all Assets of the Service.

Receipt and Stores

The Receipt and Stores unit is headed by Mrs. Tikal Agoha (Deputy Director). The unit’s functions include:

– Generation of Automated Receipts for Tax Payers.

– Stores for all Consumable Items.

Finance and Accounts Department

The Finance and Account Department is headed by Mr Isamo Isamo

The Finance and Account Department is responsible for the receipts, custody, and disbursements of funds accruing to the Service for its daily operations. The function also includes generation of Monthly Revenue/Expenditure Reports to the Office of the Accountant-General and Budget Office. It also carries out monthly Statewide Revenue Reconciliation in Collaboration with the Office of the State Accountant-General

  2. Receipt and Stores

Legal Services and Appeals

The legal services and appeals unit is responsible for filing and instituting actions in revenue court to recover arrears of tax due to the state government. The unit is headed by Mr. Emmanuel B. Esirah (LLB, Bl ) and Mrs. Lilian Enya Ugbong (LLB, BL, ACTI, TADAT). The unit also facilitates settlement between the service and taxpayers through the instrumentality of the tax audit review meeting held regularly and chaired by the Director, Legal Services and Enforcement.

Enforcement and Monitoring

The enforcement and monitoring unit ensures that court orders, judgments and warrants of distrain are executed according to laid down principles of law. This unit is headed by Mrs. Patience Vouda Egwu (LLB, BL. LLM, ACTI) and Jennifer Ikarofen Onoura (LLB, BL, ACTI).

Legal Services and Enforcement

The Legal Services and Enforcement Department is headed by The Director Legal Mr. Simeon A. Abi.

The Legal Services and Enforcement Department has 2 main units which includes:

Ministerial Revenue

This Unit is Headed byA Deputy Director Mr. Victor Akpa Okplewu ( ANAN)

PAYE

This Unit is Headed by An Asst Director, Mildred Akpet

  1. Ensure PAYE Agents are captured into the tax net
  2. Carry out regular monitoring of organizations to determine their monthly remittances and adequacy.
  3. Evaluation of performance of Revenue and Reporting Same

Withholding Tax

This Unit is Headed by A Deputy Director Mr. Godwin Adi Monjok. 

  1. Enumerate and capture all segments of business and their directors into the tax net
  2. Assessment of all categories of individuals to yearly Personal Income Tax
  3. Carry out enforcement and collections
  4. For withholding Tax as in PAYE mandate 1-3

Road Taxes

This Unit is Headed by A Director Mr. Francis A. Akeye 

  1. Vehicles and drivers licenses to motorists
  2. Carry out regular enforcement of registration and renewals of licenses of pools, vehicles and drivers
  3. Sales of number plates to motorists
  4. Evaluate performance and report same

Tourism Development Levy

This Unit is Headed by An Asst Director Mr. Joseph Edet Henry

  1. Enumerate and capture all hospitality outfits into the tax data base
  2. Carry out regular monitoring of TDL organizations to determine their monthly remittance and Adequacy of the applicable rate.
  3. Evaluation of performance of revenue and reporting same

Informal Sector

This Unit is Headed by A Deputy Director Mr. Ayi Okon Bassey 

  1. Enumerate and capture all segments of business and their directors into the tax net
  2. Assessment of all categories of individuals to yearly Personal Income Tax
  3. Carry out enforcement and collections

Tax Education

This Unit is Headed by An Assst. Director Mr. Francis O. Ntun

The unit is saddled with the responsibility of enlightening Taxpayers on the reasons why tax payments should be voluntary. this they do by having regular town hall meetings, producing of flyers magazines and road works etc.

Pools

The unit is under the department of Tax Operations.  It regulates the activities of all gaming and lottery operations in Cross River State.  Headed by a director, Mr. Francis Nyong.

SPECIFIC FUNCTIONS

It is saddled with the responsibilities of collecting:

  1. Registration fees from all promoters and agents of pools betting, lottery and other gaming outfits.
  2. License fees (New and Renewal)
  3. Pools tax (promoters only), and also keeps data base of all promoters and agents in the sector.
Tax Operation

The Tax Operations (Informal Sector/Withholding Taxes ) department is headed by Director Tax Operation Mr. Mathias Iniake Ashibeshibe (MBA, ACA(ICAAN), ACTI, ICM, TADAT)

The Tax Operation Department has 7 main units which includes the following:

  1. Ministerial Revenue
  2. PAYE
  3. Withholding Tax / Informal Sector
  4. Road Taxes
  5. Tourism Development Levy
  6. Informal Sector
  7. Special Taxes
  8. Tax Education
  9. Pools

This Unit is Headed by Mr. Mike Sam

Schedule of Duty

• Coordinate all units to ensure timely audits, investigations and best practice are achieved.

• Ensure favorable performance of revenue collection in line with set targets.

• Report activities of the department to management on regular basis.

Audit Program & Reporting

• Identify potential corporate and individual taxpayers, notify them, conduct audit and serve assessment notices and demand notices thereafter.

• Send reminders to taxpayers to pay up their tax liabilities.• Compile lists of defaulters for enforcement and prosecution.

Investigations & Forensic Unit

This Unit is Headed by Mr. Sam Ogar.

• Conduct investigation of taxpayers who have material concealment of information leading to revenue loss.

• Recommend erring and evasive taxpayers for prosecution and recovery of suppressed revenue sum from such taxpayers.

Audit Processing Assessment & Reporting

This Unit is Headed by Mr. Achu Felix (ACA, ANIM, ACTI)

• Verify audit working papers and ascertain their correctness and adequacy to the audit.

• Call for further records as may be necessary.

• Processing audit files and generates reports.

Internal Security & Vigilance Unit

This Unit is Headed by Miss. Winifred Ukah (ACA, ACTI)

• Maintain records of objections and appeals from taxpayers and schedule them for meetings and reconciliation.

• Liaise with Department of Legal Services and Enforcement to prosecute defaulters and recovery of all outstanding liabilities.

Tax Audit and Investigation Department

The Tax Audit and Investigation department is headed by Director, Tax Audit and Investigation, Mr. Eke, Igboke Eke (MBA, CNA).

The department conduct back duty audits and investigations of corporate organizations, businesses and individuals to determine their level of tax compliance, correctness and adequacy as at when due.
